Having done pretty much 50-100 VS farms & over 500 frog runs, I can assure you that Voltaic Spears are the rarer drop of the two. However, getting an r13 Fast Casting or r12 Spawning Power Frog Scepter (50k or less) isn't the same as getting an r13 Voltaic Spear (100k+)...

tl;dr - Frog Scepters drop more often than Voltaic Spears, but aren't always worth more.

When I said sucessful, I was referring to getting the drop, not completing the run. 50-100 VS farms isn't much. Some people do over 100 and never get one. If you think you've got enough evidence thats fine, I just don't think thats anywhere near enough to give an official answer.

Yeah it's hard to say from just 50-100 vs farms. My friend has done way less than 100 and got 2 voltaic spears. I have probably done about 100 or so and got none.
